Can I use ENBoost 259 with shaders 3.0, or is it 2.0 only? I don't see any mention of this at the download page.

I just solved it. Its a game engine issue. Installed a zooming scope mod and it alleviated the problem.

When zooming in on a target while using a weapon with a scope the view whites out. It looks like white paint is being poured into the scope (Fallout 3). I have AGCC enabled. @Tapioks Thanks! Boris' description and your diagram of how palettes work helped immensely. You can actually put more saturation and luminance into it in Lightroom/Raw Therapee if you want to make things really crisp and vivid - almost like an animated film.
