You probably need to change the alpha blending from additive to standard (4333) and if necessary fix the lighting influence parameter (increase it).

I use the UV-editing mod, Enhanced Textures Detail. Alas, I think that the fxrapidsrocks01.nif he provides is not patched with your changes. It is the one that controlls river foam.

With this setting enabled (Fixlag=true) in enblocal.ini, I get a very generous fps boots(+20 or more). But there's an interesting side effect. Damn me, you are right. Just checked another preset and the reflection is real time indeed. But still, even with the properties from enhanced shaders for nla, it doesn't look that good
