Aha yes that appears to be the cause, I will edit those myself. Bit of a toss up though, as you seem to lose the wet look that the specularity gives the water.

-EDIT- Had progress on issue. Had some parallax terrain meshes for whiterun, for some reason, these meshes were not affected by point lighting intensity. Deleting said meshes (so game uses default meshes for whiterun terrain) solved the issue. --Parallax flagged meshes don't respond to point lightin...

Your textures are brilliant, especially that one.
It's frozenmarshdirtslopes01 in your pack but I swapped it into dirtpath01 so I would encounter it more often

Woah, great stuff - will play around with this and see what I can come up with.
I believe you can reduce some of the artifacting by disabling the 'cutout alpha' in the texture tools.
