I got it working. Although it crashed before it would even load, but I found a work around, I Uninstalled San Andreas and reinstalled the game and it seems to be working correctly now. It looks really amazing by the way.

So can I not download the ENB for San Andreas while I have my ad blocker running? Also I tried to download the file a half dozen times with multiple different extensions I completed the steps and it never downloaded. Seems kind of fishy to me.
