I have exactly same problem on AMD Radeon 5770 (latest drivers). And in my case ssao effect presents only around some objects like grill on the floor and lamps. + DOF not working at all.
I thought it's AMD related issue....

Thanks for CyclicConfigReading=1 tip. It's strange, but I can't get SSAO and DOF to work in this version. DOF enables sometimes, but incorrectly (full screen blur). Then, after changing one of parameters in the ini, disables completely again. If revert same parameter back, nothing changing. AA is of...
