Try another preset and try reinstalling the one you're using now. Sounds like the preset is not be installed correctly or that's just how it's intended to look.

I assume you're using MO2 or Vortex to manage mods? Try creating a new clean profile for testing.

I might remember wrong but I don't think the game's built-in dof does dynamic focus like a real camera so what you got going on there does sound like an ENB shader too but you can of course check this by disabling ENB. Not sure whether Enderal is different in this aspect, though, but I doubt it. Be ...
