tried to reduce it but does not seem to help, i tried to disable all mods just to check if it's one of them but it does not look like it is mod

Hi I was wondering why am i getting such a low fps when ever I try to run skyrim with both enb and windowed mode? 45fps full screen and only 20 when in windowed mode... I tried few things like switching to windows aero theme, but it did not do anything :roll: My specs: i7-2600k ati 6990 8gigs of 160...
