CruNcher - if you open the FO4 console (`) to freeze the game you should find the ENB cursor has full access to the ENB Menu.
I get this issue too at 2560x1440 which is my monitor's native resolution.
EDIT : Ack! Ninja'd. Opening Console is correct solution.

I am getting the exact same crash under the same circumstances of a clean Win7 install too. I have run MemTest86+ for an hour and it passed correctly.
