I think those two should work these days, at least for me they did when I tested.
Another thing, have you tried launching the game without SKSE? Just in case you are using some possibly conflicting SKSE mods like the Skyrim Upscaler.

That's your landscape textures not supporting terrain parallax correctly.

Do you have any weird software running in the background that injects itself into the running processes like Sonic Radar or anything like that comes with its own overlay?
Also, check that you don't have a profile set up for SSE in the Nvidia Control Panel doing something odd.

I don't think the game engine uses height/parallax texture when environment map shader is defined.
I'm guessing the parallax texture assignments are simply a leftover from times when there was no complex material support and I doubt they do any harm.

This is indeed not a bug and perfectly normal.
These are user configurable parameters added by ENBSeries when launching the game and the reason for it is that they are missing from from enbseries.ini or any of the other configuration files.

Do you mean that the actual dll files (d3d11.dll and d3dcompiler_46e.dll) appear again? Seems odd and for sure ENBSeries is not doing that, deleting d3d11.dll is enough to prevent it from launching at all. MO2 shouldn't be related since as far as I know it is only concerned with stuff in the data fo...
