Natural Lighting and Atmospherics for ENB

Adjust nighteye settings in enbeffect.fx.
- Implemented Mist feature. Clear weathers are now separated by region to have better control of this.
- Redid water settings, should look better.
- Added heavy rain (appears in tundra and pineforest) and heavy fog (pineforest, fallforest, marsh) variants, and
made rain particles proportionally denser for all rainy weathers.
- Adjusted regional weather chances.
Version 1.2 released.
- Added Nighteye functionality (thanks Aiyeen & JawZ). Can make it brighter if people want.
- Fixed ambient rain sounds playing in normal overcast weather. More sun comes through the cloud cover, too.
- Lightened the ambient value controlling grass in overcast weather. Grass will be less dark against the ground in the daytime.
- Reduced particle intensity in some weathers. Certain things like Flame Atronachs are controlled by this variable,
having too high a value makes them insanely bright. A side effect is that some waterfalls and splashes don't
look quite as bright as they should.
- Drastically lowered Lens reflection intensities. Will fix spell casting and other things causing blinding lights.
- Reduced SSAO scales to 0.5 from 0.75.
- Improved snowstorm and fog weathers.
- Adjusted cloudy and foggy weathers to work with the new cloud lighting and new volumetric rays functions.
- Included new sunsprite files from Matso, gives a corona effect.
- Included new atmosphere mesh from JawZ, makes smoother transitions from horizon to middle to top.

New version 1.1 - numerous minor changes to both plugin and preset. I'll leave older versions up in case I make changes for the worse.

It's a wip of course, I'm sure I missed some things so let me know if you come across some funky colors or values that seem out of place, and post the weather ID and time of day if you can.
I've been using Kyo's sunsprite FX and Matso's prepass files, but of course you can use whatever ones you're already using. I've also been using JawZ atmosphere mesh, but I'm not sure it's public at this point so the horizons might be a little blown out without it. This release doesn't have the horizon shadow line implemented, but maybe I'll put it in at some point. I included a custom sun texture that I use, but feel free not to use it.
The preset without the plugin will probably look ugly, but if you're ambitious I'm sure you can tweak it to work with vanilla weathers, JawZ' ELE plugins, or whatever other weather mod you want.
The plugin should be perfectly compatible with any preset as the colors are very normalized. I'd be interested to hear what others' presets look like with it.
