Couldn't find anything like this on Nexus Mods, so I went ahead and did it myself: http://www.nexusmods.com/oblivion/mods/47724/?
What fixed the messed up hair transparency, was to look for hair .nif files that had a specific setting in the NiAlphaProperty record. If the Alpha Testing Function was set to "Greater", changing it to "Greater Or Equal" and the Alpha Testing Threshold to 70 pretty much did the job.
