I don't think it is Photographic though I see photographic as a manipulated photo in some way, either by enhanced artifical lighting or photoshoped images.
Skies like that often occurs during the winter here in Sweden, maybe not exactly like that, but very similar to it actually so I think it's great to see someone actually managed to create such skies. As I have wanted to see something like that implemented in to Skyrim since well last year when Skyrim was released.

Just to give you some more SSAO variety here are my settings. Though I haven't updated them in a while. But I find that low AOAmount with high or atleast higher amount of AOIntensity creates a good detailed SSAO look to the scenes.
