If you mean the blur on the hands it's just a trick. I freeze the game, move the camera into third person and frame the shot as if it's first person.

Nothing fancy, it's hard to make this game look good, terrible engine can not look good even with the best ENB config:

Thanks, it's slightly modified enhanced shaders, I'm doing some weathers for this enb.
