majk360 – In my experience, subsurfacescattering is related to the skin and especially to the appearance of character's face.
It make faces less “waxy” and more lively (with colour and "blush"): when the parameter was introduced, Guzio made some shots (with comparisons, if I'm right) in some previous posts.
Dermal and subdermal contribute to general aspect and uniformity of the skin.
The values to use, in my opinion, vary on the result you want to achieve, and on the other values you use in your ENB, also not forgetting to mention the relevance of skin texture you use (values have different effects on different textures).
I think it could be useful to choose an updated ENB preset, similar to the appearance of yours, and tweak SSS values until you reach your aim (i.e. Guzio worked on Rudy ENB to a natural appearance (also reduced neckseam) and Opethfeldt – with his ENB – worked on a realistic result)
Anyway, if you like the faces below (this evening, imgur obliged me to ultra-reduce the size of the files: in the reality, the images are a bit more beautiful and natural), these are my values:
