Great to hear you finally took a plunge and started tweaking. As for your questions...
1) Nothing you can do, it's a filtering artifact. Boris is aware of the issue.
2) Regarding the first part of your question, you can try lowering the point lighting intensity. If that doesn't cut it, you would need to lower the brightness and/or contrast of your interiors to dull the light sources. It's easiest to do if you have separate interior parameters in enbeffect.fx by slightly lowering EIntensityContrast and then increasing ambient light if needed. To make the lights give off more orange light, increase the point lighting curve and fiddle with point lighting desaturation until you come up with something you like.
If you're using Superb ENB as a base, check the RL patch ini if it's still bundled with the preset. At least some earlier versions of Superb has pretty extreme values for interiors that might make your endeavors difficult. If you need help with the RL patch, feel free to PM me.

I believe, but in future LOD bias clamping will likely not be compatible with ENB so it's better not to encourage anyone using it.

1. I have this issue now too. Not sure how I got it again, but I had it solved before. Pretty sure it is AA setting somewhere, but I only see it in instances like you show, light subject with dark background.
2. Adjust the power, curve and desaturation levels for point light with the GUI. That is the easiest way to get it where you want it. If you can't get it to the color you want, then you probably need to change some parameters in the enbeffect.fx file.

I wasn't trying to encourage anyone to try it, just stating that since enb 0.102 to 0.132 Clamping has worked for me without any problems, doesn't mean that it can cause problems for another person.

I also have question.
I've tried playing in window mode, cause I've heard it is much faster when editing enb with all the alt tapping. But when I alt tap back to my windowed game, it does not update like in fullscreen. Do I need to push a button to update/refresh enb in window mode?
Another thing. When alt tapping alot, my game eventually does wierd things with shadows and stuff and eventually crash.. It always starts after 10-20 alt-taps, and after 10 more alt-taps the game crashes. This happens always with no exeptions... I'm just wondering if I'm the only one with this issue? It's been there since the first enb, I've just gotten used to it now, restarting the game every 10-15 min

Sure, exactly the same happens to me too in full screen mode so I always use the window mode for editing, it's rock stable.
By the way, I added mesh fixes for the Solitude market stalls as well, they're in my sig.
