It took me a second to figure out what it was too, MonkeyDot--but only because I'm still using .113 instead of 119.

Skylighting was added after .113 and consists of the following lines:

Quality=
FilterQuality=
AmbientMinLevel=

As far as I can tell it is basically AO lighting for the sky. I think it is for day and not for night though I could be wrong. I would love to use it myself, but I don't want to switch to .119 because I've found that it really screws up the colors in interiors in a way I have not been able to fix.

dondondon: Perfect Whiterun is the mod I use. I use lush trees mod too though so it fleshes them out even more. I just think those trees suit the city more than the other Whiterun mods.

Not sure if that's how Unreal did it but you can try messing with

BlueShiftAmountNight=

Under "Bloom"
