I believe that's specular, look for specular power or intensity controls. I forget which section I used to control that.

@ Zeroking: the first screenshot, I think the DoF is a little too heavy.. the Argonian behind has this shining flocks on him, maybe it's a kind of dof that work better with higher distance or lower fov, I would experiment with different DoFs imho.. but I very like the colors, saturation and contrast. It's gorgeous :)
