Thought I would post this here and see if anyone has ran across this problem and found a fix. I am working on my own ENB +SweetFX features. But having issues getting SweetFX to load properly using the ReShade64.dll. If I rename the dll to "d3d11.dll". The game loads normally and ReShade compiles and displays like it should. But if I name it "dxgi.dll", according the instructions, the game stalls and never loads. I have to ctrl+alt+del and kill the game with Task Manager.

Things I have tried...
Disable the integrated card
Disable Steams in-game overlay
Naturally 32-bit version of ReShade does not work with fallout 4, but tired.
Disabling the NVidia Streaming Service
I ran the DirectX June 2010 setup again.
