PNG overlay code

Is there a link to code to add image overlay's (.png's?)

An example of this is the frame overlays with CFL 2, https://www.nexusmods.com/skyrimspecial ... mods/19364.

This is done via loading custom texture in shaders. Find the file name in one of .fx files and see how it's done.
