Ok, it looks like I finally figured out the lenz parametrs, (the white glow that I mentioned before was just the game bug):
PS: If somebody is interested (which I doubt, users seems don't like configs that look realistic, they prefer ugly violet or green tint Skyrim ENB), I'll make my preset for this game, it will be uploaded only here, not on nexus.

I suggest setting power below 1.0 (mine was 0.1 at the begining but then I set it to 0.01) and intensity betwen 1.0-10.0 (mine is 2.0 for day and 8.0 for night).
Remember that night values also apply to indoor places! And don't forget to increase SunIntensity (mine is 4.0).

Alright, Boris, the latest version works for me! Kinda! I messed around with some of the settings and a couple don't seem to work.
Those have absolutely no effect for me regardless of what values I enter. Although I'm not 100% sure about the BlueShiftAmount parameters. What exactly do those do and what sort of visual effect do they have? I haven't even been able to notice any sort of effect using the Skyrim ENB.
Additionally, none of the lighting parameters seem to affect hair or grass.
I did find that adjusting AmbientLightingCurveNight has a really neat effect on Rex! It's pretty cool to see his brain flicker like a light at night.

They work, ive checked them. For example, ambientlighting desaturation = 0 give blue tint to the environment(as it is set in the game), while = 1, actually kills ambient lighting colours and tinting disappears.
Grass is affected by direct lighting intensity in skyrim, afaik, so Fallout might be the same. ill check it.
