One last issue that seems to be bugging me. Shadows looking like they are dotted, or hatched.

I can't download the ENB. Whenever I try Winrar tells me the archive is corrupted- what should I do?

Try downloading it again and/or use 7zip to extract it.

Archive was made with winrar, so the problem is probably with corrupted file because of viruses or antivirus somehow block it, some users posted such issues (and as i understood it's always virus on their pc).

Guess so, it's trying to modify dll or exe files in archive. You can try to load other mods, compare the size of file in archive and the size of it after extracting. Don't know about antivirus software (if you have any), may be some of them trying to block the mod.
Here is the result of testing 0.119 mod from site, as you see some antiviruses mark it as generic or suspicious virus, so if you have one of antivirus from those, turn it off, then download mod and extract it to game folder:

Not sure about browsers and their setting, but also you can try another browser, file size is 1.14 mb should be. Winrar only very old can't extract file (and guess even old can too, because it's zip format, not rar).

I have an issue with 119. In Skyrim, I start up and instead of the game menu loading and the the enb version info, I get a flashing "0.0" at the top left corner and then random numbers like "3.6" or "4.0" a couple of times and then an unresponsive game menu.

I am using a HD 7950 with the latest driver

I also reset my render info file for skyrim when I installed.
