Could this be driver related?
Im using the same ENB I used like 6 months ago which was working fine and I just did a fresh install with no other mods than ENB and I keep getting the problem in the video I uploaded.

I have that same light issue with 126. I think it is a mod problem, but I haven't had time to investigate it. Maybe tomorrow.

That happens when you have too many lights rendered in one scene. And as vanilla Skyrim doesn't have that problem, you are either using two lighting mods that places too many lights together. Or one lighting mod which the author didn't know about there being a limit too how many lights the "Skyrim engine" can run simultaneously.
So check your mod list for any lighting mod/mods.
Here are a list of some popular light mods;
- Enahnced Lights and FX
- Relighting Skyrim
- More Dynamic Shadows
- OLSE
Neither of these can run together as they all add and changes lights in the same places.
So check your mod list for any lighting mod/mods.

The Lighting and Lights Mods i use are:
- Enhanced Lighting and FX
- Lanterns of Skyrim
- Blackout - Simply Darker Dungeons
Uninstalled all 3 and still having the issue.
I think i'm done with ENB for good. I'm spending 100 hours a week trying to get a proper config, while i could have spend all that time in playing the game.

This issue may happen only if device render states are "corrupted" and text drawed, but it's not visible as it should. Another case is when something wrong with memory of the mod, critical error, but it can't happen from mod code itself, various hooking set by other software or very bad drivers (or conflicts between different drivers).
