Okay, mod now works with ati, hell know why. I'll try to make optimizations anyway by writing assembly shader of ssao/ssil, unfortunately such coding don't allow to measure performance frequently with each changes.

I agree that the above mod does not represent an acceptable solution. It basically disables the natural looking in-game rain, and instead creates a toggle that basically enables/disables fake rain when moving under cover.
This "fake" rain is very different than normal rain. It is basically a bunch of the mist effect animation models placed around the covered area to "simulate" collision rain. It may be better than nothing, but to me the appearance and overall effect including sound simply doesn't meet my immersion standards.
