I did fix for reflected sky and clouds in water and in that place with that weather i don't see any bugs and can only guess it's some of clouds types not handled by mod, so it's probably other mod adding them. Try to tweak intensity of clouds and see (on sky) if one of layers is not affected.

Water don't have depth, it not exist for any depth based effects, including depth of field. If game dof work, this just means it's simple crap. If i'll draw water do depth manually, then all other effects stop working and ugly seams occur on shore, especially with ambient occlusion. To draw only water to depth for dof effect only means a lot of extra computations without any important reason. Reflection problems of sky in water is much worse without my fix, you are not the first who think it's my mod, just disable it and try to zoom out camera in third person mode, where they sky? Bug on fire is discussed recently, another game bug when objects behind drawed in virtual hole of fireplace.

To be honest I didn't suspect ENB for that steamed-up window effect, I suspected a mod called "Wet and Cold Ashes". It has some "watery eye" effect, but this option should only work in Solstheim ashlands weather/climate zones, in addition this special feature was set to off by me the whole time in the SkyUI MCM and even disabling this mod in total did nothing to the solution, but nevertheless I still suspected the mod to cause this, maybe by a MCM code failure or just because some scripts are baked into my saved games.

Just realized that the load order numbers in the weather ID aren't ignored anymore, so custom weathers can't be included in the weatherlist.

The screenshots were taken with all mods disabled; my entire load order was "Skyrim.esm" and "Update.esm", nothing else. I also have no loose cloud texture files in Data/textures/sky (only skyrimgalaxy.dds, skystars.dds, sun.dds, sunglare.dds). I did find a few ENB settings that affect the bug however. If I uncheck SKY/EnableSky, the flickering goes away completely. Also, if I set CloudsIntensity=0 and GradientIntensity=0, then the flickering is not apparent because no sky light is being reflected in the water at all, but it might still be flickering black-on-black. If either CloudsIntensity or GradientIntensity >0 then I can see the flickering, even if all of the separate GradientTop/Middle/HorizionIntensity=0.
Meanwhile, the rate of flickering is also affected by EnableAmbientOcclusion and EnableWater. With both of those off, flickering still happens but only once every 5-10 seconds; with AO on and Water off, it flickers every 1-2 seconds; with both on, it flickers several times per second. No other settings inside the SSAO or WATER sections seem to matter however, only the main EFFECTS toggles change the rate of flicker.
Finally, I mentioned that it still happens while the console is open, but it stops if I open the ESC game menu.
If you still think it's a mod, I can try moving my entire Data directory to make sure the only possible resources are the main .ESMs. Otherwise let me know if there's something else I can do to diagnose or help you replicate what I'm seeing.

You could just modify the vanilla weathers in CK... that obviously won't work for things like CoT or other weather overhauls. I am glad I saw this before I started making a series of weather templates for COT. Also I was about to ask the possibility of adding Snow section (like Rain) in ENBseries. Since there are less than few Vanilla snow weathers, I guess this makes that mute. Not sure if you have seen it with all the AMD problems, I was earlier talking about Real Volumetric Clouds mod http://skyrim.nexusmods.com/mods/39450/ any chance ENBseries could adapt a similar cloud system? That particular mod is very performance hungry, and has much to improve (like the fact that its always cloudy), but changes visuals considerably. What do you think of this? Not worth your time?

You can't even imagine what i can do with helper plugin, because such things not exist in games. The problem only in compatibility with other mods and if i can spend so much time, so better to keep this in secret unless will be 100% sure.

All i did is new parameter in FIX category to disable my sky reflection fix. I don't have this bug, so impossible to fix. Flickering even in console doesn't mean anything, game draw sky reflection not each frame and not entire 6 maps, only from 0 to 3.

Snow can't be detected, it's just particles. Modify per weather.
Real Clouds mod can't work with ENBSeries, because it have many transparent objects in each cloud model and summary for all clouds. Every transparent object is evil for ssao, reflection, depth of field, image based lighting and all other effects which drawed almost at the end, because i need to turn them off by opacity of transparent objects, this not possible in many cases and strange ghosting occur. Also this mod can't run faster, it heavily depends from fillrate bottleneck, only author can fix that by reducing amount of elements of clouds.
