I have done a clean install of Win8.1 and can report the crash still occurs with my hardware.
1. Clean install of 8.1 to a clean formatted drive.
2. Check for Updates run until no automatic updates left.
3. Install NVidia drivers 334.49 (including NVidia Experience and PhysX but excluding 3D tools)
4. Clean install of Steam
5. Clean install of Skyrim to directory outside Program Files (x86)
6. Run Steam and Skyrim Launcher to create .inis in My Documents
7. Clean install of 0.251 Wrapper version and enblocal.ini modified to use ENBoost only
8. SkyrimPrefs.ini modified to use bFloatPointRenderTarget=1 and tree/land/grass shadows
On launch, I get the white ENB 0.251 text, the logo fades in and then crashes on fade out, exactly as before.
There is no antivirus, no motherboard drivers, no memory manager - nothing. This is on a clean Win8.1 install.
Next I tried the Injector version and apart from the fact that the ENB text was white on white, the crash was the same. Next I rolled back from NVidia 334.89 to 332.21 (without NVidia Experience), the crash was the same.
Hardware used is as follows... Asus Maximus VI Formula (latest BIOS), Intel 4770K, Corsair 2x8Gb 1600, Samsung 840PRO 256Gb, ASUS reference 780 Ti 3Gb, Apple Cinema Display at 2560x1440, Corsair AX860I PSU.
I am reverting to Win7 now and will write off my Win8.1 OEM license as I can't claim a refund now it is opened.

I would run Memtest overnight before you drive yourself mad thinking it's a software issue. And, obviously, verify the Skyrim install (Steam local files) or re-download it entirely.
Otherwise you've come this far, so you might as well go all the way and do a clean Win 7 x64 install with the same process and see if it works.

We've got pretty similar hardware—I've got the Maximus VI Gene and a Radeon R9 290, otherwise we've got the same stuff. Everything works fine for me, so I would say that it's quite likely either a driver- or hardware-related issue. Not sure how 'savvy' you are with computers (and I apologise if I state the obvious), but assuming you need a hand, I'd start by doing the following (simple steps to avoid complexity):DanielCoffey wrote:I have done a clean install of Win8.1 and can report the crash still occurs with my hardware.

I am getting the exact same crash under the same circumstances of a clean Win7 install too.
I have run MemTest86+ for an hour and it passed correctly. The GPU, PSU and cooling are perfectly happy with the Valley and Heaven benchmarks. They are also perfectly happy with Skyrim without an ENB so I must be doing something wrong with my usage of the ENB. I will stick with the Win7 install, go back to the basics and try again.

You genius! Although Win8.1 came with the latest DirectX11, it was missing the DirectX9 library. The instant I installed it on my Win7 drive, the Skyrim logo appeared properly and the cart ride to Helgen was in full ENB. I flipped to my (now rather messy) Win8.1 drive and gave it the same DirectX9 installer and it too responded instantly.

PS:
When nvidia panel prerender limit set to auto/2/3 enb works good, but when is set to 4 enb generade massive stuttering.
PS2:
When i have i5 750 4,3GHz + GTX670 enb + Attk generade huge fps boost, but when i have i5 4670k 4,2GHz + GTX670 enb + Attk generade little fps boost. Why is that ?

Water artifacts happen because depth of the objects under water and water plane are subtracted to get deepness. But this deepness is what you see directly, without refraction distortion, that's why various problems occur. This can't be fixed, because in one case leads to another kind of artifact, in second case tracing with distortion is not possible by performance reasons.
I appreciate the detailed explanation. I take it mist isn't supposed to show in interiors? It's actually kind of neat. Also, something I've started wondering since, with prod80's help, I started implementing multiple weathers: is it possible to separate the ignore weathers functions for interiors? I'm asking because it would be really nice to be able to separate out things like lighting and bloom for interiors as globals, while maintaining the ability to use per-weather lighting in exteriors.

Short answer... don't do strange things like use D3DOverrider. Follow the standard instructions to avoid issues. And don't use Attk. It's known to cause stability issues with ENB. It's what we affectionately refer to as crapware around here. ENBoost should be all you need. Such practices as you outlined are unsupported and use at your own risk.
