1) Driver bug.
2) Driver use virtual memory from swap file, but don't allocate it - very shitty case by performance.
3) Driver do not allocate memory at all unless used - 100% bug scenario.
You may try to disable swap at all to test if result is less than vram+ram size.

Just thought I'd post results to make sure it looks right.
4GB AMD Card, 12GB System Memory, Windows 8.1
DX9=4064
DX11=9120
And thus setting 4064 is the optimal setting for ENBoost (at least theoretically) right? I'm also curious as to why I get different amounts for the different DX versions. I would assume it has to do with how they utilize memory but double the amount seems like a lot...
EDIT: Random thought... for those of you getting results higher than actual VRAM+RAM amounts... are you using a multi-card (SLI/Crossfire) setup? Maybe the tool doesn't recognize for that and adds the amounts even though they don't work like that? I don't know how the application works or drivers or really any of that... just a thought!

No, this tool immune to "recognize" and show available memory for games instead of abstract digits. Any wrong value means bugs, but not in the tool.Maybe the tool doesn't recognize for that and adds the amounts even though they don't work like that?

In around 1/5 of the times i start the dx9 version i get this:
In the 4/5 no window appears.
Dont get me wrong, but your programm is the first, that shows this behavior

First, task manager do not show all processes, set checkbox at the bottom. Second, running browser and flash guarantee wrong results, because modern browsers are gpu accelerated. Emet? What i see in google it's crapware which f* applications memory. I can't help, it's not my problem. Don't think that this tool need any tech support at all.

@Boris You are totally right, that the fault is propably on my side, and that you dont need to be "tech-support".
But i dont agree with you about EMET, sure, it messes around in memory and even crash some programmes, but it prevents many 0-day exploits, which arguably outweights the disadvantages.
I dont think this is the right place to argue such things and so i wont annoy you again...

With 12GB VRAM and 16GB RAM the tool reports 20064. I agree with SkyrimTuner with regards to outputting to a text file. In fact, why not include the tool with the ENB distribution and have it set the value in enblocal.ini for the user?

Unless I'm mistaken, Autodetect basically does just that... sets it for the user. This just gives you an output to use for ENBoost or whatever other uses you may have.
