Ok, so I may not be fully understanding the change for interiors. So, as mentioned my interior lighting for my ENB preset are brighter especially in day. I realize that is due to interior being affected by day settings for effects in the enbseries such as ambient light and direct lighting.
My ENB I set higher ambientlightday for outside. My ambientlightinteriorday is set lower. But, when I am in an interior I can adjust both ambientlightinteriorday and ambientlightday and it will change the lighting in interior. Is that what is supposed to happen with your change? I really don't want to lower outside ambient light to make my interior ambient light lower.

Since those types of particles are affected by direct lighting, I’m guessing you have a very low direct lighting intensity in the weathers that the particles are appearing too dark.
The flickering is a transparency sorting issue I believe is there in vanilla too.

My Direct lighting value for this weather is 1.50, but even with 5.0 (which makes everything very bright ) The water particles is still dark. The problem is that I can't remember to notice it with Obsidian Weathers Before. I updated particle patch yesterday, don't know if it has something to do with the issue. EDIT: Nothing To do with Particle Patch. Even uninstalled the issue is there.

Yes, that's what meant that the direct lighting intensity for that specific weather is most likely set to very low in the CK since it's always the baseline that you're working with.
For now, I think the only solution is to use per-weather settings for ENB and adjust the LightingIntensity appropriately. In the previous binaries the only way to control the intensity of such objects was via CK but that proved to be clumsy and difficult for most users. The other option is to make these adjustable with normal particle settings but then they wouldn't assume color meaning that they would be gray at all times, hardly a good solution.

Sounds good, using ambient for lit particles would no doubt make them blend with the rest of the lighting much better.

Added ambient lighting influence for particles which support this. Fixed bug with day parameters influence interiors. Removed game sun glare when mod sun sprite is active.

Thanks, works perfectly. With lit particles it seems good to start with LightingInfluence set to "0.0" and AmbientInfluence to "1.0", then adding LightingInfluence gradually to taste.

Something weird with the latest version - every time i click on "Save changes", Skyrim freezes and the only way out of it is by using Taskmanager and ending SkyrimSE process.
