Made ILBrightnessCompression parameter dependent from time of the day by request. Fixed fog issue when tweaking near clip plane. But it's not recommended to change near or far clip planes, because some effects may not work as intended.

Many thanks for update Boris! but it seems have no effect in my game
EDIT : After long minutes troubleshooting, disabling mods etc finding the reason why the eye fix doesn't work for me, i finally found it, my iBlurDeferredShadowMask was set to 4, that setting should be either 1 or 3 other than that i got these demonic eyes
This is with iBlurDeferredShadowMask set to 3

Someone reported this problem earlier and the fix was exactly the same as your finding. Guess i need to find another way, independent from game setting.
