Using multiple weather system, it's complicated so better find presets with it and dig files to find out.

I can help you. It's very easy. RAINWETSURFACES only is applied when rain is detected. WETSURFACES is applied always. So if your weather presets have WETSURFACES reflection more than 0 wet effects are always applied.
Feel free to use my preset if you want to (Skyrim Ultimate Revamped Enb). For example WETSURFACES are applied on ICE CAVES , DWEMMER RUINS and very lightly on Snow weathers. On Rain weathers is applied rainwetsurfaces. On all other weathers / interiors no wet effect at all, as it should be,

Ok, I think I know the issue now.
I think that ENB is detecting snow particles as rain and thus puts the wet effect on some weathers with no rain.
For example SkyrimCloudySN_A has light snow particles and applies the wet effect because of that.
Light snowy weathers and blizzard also apply the wet rain effect even though it's not raining.

EDIT : Forget what I've said. You're right. I've been fiddling and in reality RAINWETSURFACES is reacting to snow particles! This wasn't previous behaviour and probably was introduced by the [SNOW] parameter. Also WETSURFACES aren't even working when snowing, instead being applied RAINWETSURFACES, like you said.
@Boris , can you have a look into it or it was made on purpose? If so I will have to tweak my preset to use RAINWETSURFACES instead of WETSURFACES on snow.
Indeed WETSURFACES are applied on some snow weathers, but very lightly, and this is by design of my enb preset. What I meant with previous post is that WETSURFACES is always applied if defined on weather ini file, no matter if it's raining, sun, snow or on interiors. Also if WETSURFACES is defined with ignore weather=true on enbseries.ini and have intensity value greater than 0 it's always applied, no matter what weather is currently active. RAINWETSURFACES on the other way is only activated by rain particles. I never saw it being activated with any other type of particle.
Is the enb preset you're using efined for specific weather mod or for vanilla? Do you have any mod that alters snow particles ? Tell me what enb preset are you using and I will tell you why weteffects are applied on which weathers.
On (S.U.R.E.) for example weteffects are applied on snowovercast and snowstorm, ice_caves and dwemer_ruins. Also on interiors on rain weathers so that characters don't get instantly dry when entering interiors after being in the rain.

Hey, I wanted to ask if someone could tell me which setting stands for the 'weather obtained coloring of the water foam' ?
Despite the fact, that the water should be in the shadow, it's still reflecting the color of the sun/weather...and this looks a bit off, so I want to disable only this effect.
Here are some pictures to show what I mean (I am using the Natural View Tamriel preset for ENB):
ENB activated:
ENB deactivated:
Only set 'UseOriginalObjectsProcessing=true':
Time of Day in this situation was about 8 AM and the weather ID 0010E1F2
Second question I have, related to weather and Time of Day some shadows on objects are looking kinda bluish, could this be somehow fixed or 'is it just the way it is' ?
