I'm not that person who stop in the middle in such cases, your destiny to argue that i did mistake, mine is to find it or proove that's not mine / not exist, blah-blah-blah. This is technical support and testers reports forum btw.
The last thing i can recomend is to restart game with 0.186 and 0.188 and make screenshots (but force weather after loading), because changing some variables in older versions had no effect even after pressing backspace key, now most changes don't require restart.

I'm precisely taking shots of both 0.186 and 0.188 versions, while going through different locations and different weathers, to prove myself I was wrong if ever, or to know what's wrong in my settings. So I'm already following your advices.
I didn't make any *issue* report, just a personal appreciation based on my own setup, so it has to be taken as it is : a single particular case.
Proof is no other user, to my knowing, talked about such thing, so there are 99% chances I'm wrong.
I'll let you know about my results, I want to take my time to be sure.

I don't remember contrast properties in the mod, may be gamma? And these properties only add problems to tweakers, why don't you modify enbeffect.fx file instead? The same result.

Boris is right there is already a bunch of commands to control Brightness and Gamma and/or Contrast in the enbeffect.fx, but if it's because it's faster and simpler to adjust it in the GUI than alt+tabbing out of the game and change a value in the .fx file you can assign a Temp variable to any command inside any of the .fx files so you can adjust those commands in-game by a simple key press combination.

The reason is not what simpler, but what bring more features and not dublicate existing functionality. Brightness is just multiplier applied before enbeffectprepass.fx, gamma the same, but it's wrong in general as applied to final result (ColorPow is valid gamma restoration for 3d). These vars have only one purpose - create presets which do not have issues with bright hair, compencate color when ColorPow=1.0.

Quick question. I am designing an ENB around Climates of Tamriel which adds multiple weathers to the game. The weathers have hex codes such as 0x0004483A and 0x00044848. Are these hex codes going to change on another persons computer? Like for instance, with custom armor mods the hex codes change from one computer to another based on the order of which it is installed. If this is the case I feel that modifying custom presets per weather would be impossible if the weathers are from a mod such as Climates of Tamriel.

I'm fine going the route --JawZ-- suggested using the .fx file.
Ideally, I would love a GUI solution and thought others may also benefit from the additional parameters.
My current config I'm working on is my main reason for this request. I've found that the only way I can achieve the look I want is by using very high brightness values with moderate gamma values. This is partially because I am restricting so many other effects. The problem I'm running into is a balance for nights and interiors.
The config I'm working on currently is considered an extreme performance friendly version. I'm stripping away all effects accept bloom , detailed shadows and image space lighting. In the end, I'm attempting to get a fake SSAO appearance by controlling contrast perfectly to add shadow depth while still highlighting character details such as natural flush skin tones. I know it sounds stupid to some, but it's a config I see a lot of potential in if I had the correct parameters to bring it to life.

I guess I'm just not sure how to control day and night? Sorry I'm not great with coding unless I'm simply replacing other peoples code.
@--JawZ-- Can you offer a little more detail on how to add a hot key for controling the brightness / gamma in game for day / night / interiors?
