Alright, here is my process list screenshot:

As I said I don't really see anything out of the ordinary. I run pretty much minimal processes so I'm not sure what could be the issue. The only thing I imagined it could be was PrecisionX, but as I said I had the same issue even when I disabled it anyway. I'm not using the OSD (monitoring/overlay) portion of PrecisionX either, I'm only using it for a custom fan curve so it shouldn't be interfering. I uninstalled GeForce Experience because it was running a streaming service in the background which was eating memory for no reason. I have also disabled the Steam overlay. The one piece of software I do have that you mentioned is a Logitech software for my wireless mouse... but I'm not sure that would really affect ENB? I mean I can try disabling it just for testing. Other than that, I'm at a loss.
As far as textures go, I'm not missing any, and they render fine on older versions of ENB so I don't think any are corrupt. I'm also not running out of ram because I have 6gb of vram and 32gb of system ram. ENB also still shows me having 4+ gb of free ram left in the profiler menu (I set the max usage to 10gb because I was told that was the max, but I don't use more than around 6gb anyway so it's fine). I don't know.
