I doubt that can do anything even if would be able to test where bottlenecks are. I know what have done with the code, it must be some mistake which i cant find or most likely its the price must be paid for dx11 specific modding, cause handling data changes in constant buffers is not free by cpu usage. Game itself is not optimized, it just work faster because of less strong draw calls bottleneck in dx11, but in other parts of renderer, its worse than old skyrim, thats why using older videocards with low fillrate/texelrate, old game runs much faster.
