It's filtering artifacts, but don't remember what effect, because bilateral filter used by many effects and i have several different bilateral filters, some are not affected by recent changes (in one of latest versions reduced glowing edges for shadows). I'll try to fix it without killling latest changes.

Unable to find such artifact anywhere. Post your enbseries.ini, may be specific combination of parameters toggle it.

It looks like the Interlacing filter effect from SweetFX. I think that is what the effect was called anyway. It was definitely from SweetFX.
So if you have that running disable it.

While you're at it, check your shadow settings in SkyrimPrefs.ini, too.

These have a *great* impact as well.

Also, try setting your SSAO scales to 1.0 (full), with filters and qualities to 0, then to 1. See what it gives.
What's your SSAO range ?

Agreed with Oyama, and in case of any doubt it's often easiest to just let the launcher regenerate new ones to see if it helps.

@Doshu, I get a stripe effect like that, although not so severe, when having Skylighting on.

worth a shot. P.S.: not around here much any more, because I am FREAKING HAPPY with 221 and Somber Lut - nothing much I could imagine getting EVEN better - actually writing a lengthy article ("Skyrim - die Wiedergeburt" - German, would be like "Skyrim reborn" in English) on my tech blog during the next days, featuring all the great improvements ENB has brought to this game!

No sweetfx, and I tried several iblurredshadows in skyrimprefs.ini, also just installed skyrim from scratchh. Still there. And really weird that some can see it, and some cant. :/
Wait for the strange part Boris, I can see similar artifacts with bonestock v221 with stock values, its especially noticeable when filter quality settings set low. Its also especially noticeable with oldstyle SSAO_SSIL. Aside those settings enbseries file was stock from you. What is also strange that, its easier to see in certain circumstances and some circumstances its near impossible to notice (but still there). I mostly use injector, and didnt run most of these tests on wrapper. Filter type made no difference. Considering how much turning of oldstyle adds to impact, its possibly noticeable for many.
Below screenshots I have taken with DOF to showcase the effect, please note that this is bone stock skyrim legendary edition, v221 injector, stock ENBseries.ini values. If you look under her chin its more noticeable there, it is also mostly noticeable when looking at faces of NPCs that are in motion, artifacts stay put while texture moves. It is especially noticeable on bigger shadows, but harder to replicate. I have played with skyrim's ini but only SSAO_SSIL stuff has any affect on the artifacts.
