I have this bug, too. I'm using an AMD 7970 with newest Driver set (the same for every Driver) in Win 8.1 x64. I tested it with the default ini files from the 0264 download as well with the Phinix preset inifiles. Nothing was helping.
I saw sometimes a message in Windows that the VGA Card Driver (Catalyst) was restarted because of not responding.
Sorry, I can not test with the testfile, because I'm not at home at the moment

Versions are compatible with each other, use latest, if preset developed for any 0.2xx version.

So this could be amd specific bug. Do you have ForceFakeVideocard=true too? If not, then only trials and errors testing is solution, i don't want to buy amd card again until gta5 release.

no, forcefakevideocard=false for the Phinix preset and in the default ini from the 0264 download it is not in it.

Okay, the hard way then, via lot of tests. Test attached versions and report which work, which not and what happen when not.

Tested and ended-up with the same issues. It freeze right after the load screen every time and I did not noticed any differences between the files.
BTW, for testing purpose, I am using vanilla Skyrim and ENB settings since playing with fakevideo, AA or mist or any other effects ended up with same problem. The only setting that did managed to start the game was disabling global effect completely.

All test files ended up same with the white window while on the Skyrim logo menu. The test6 file took longest to get the white window. AMD 7850 with 14.6RC2, and here's my enblocal.ini file.

I use Serenity ENB GEN3 Final2 without problems with version 262.
AMD Phenom II X4 B55 3.2GHz, Kingston 8GB DDR3, PowerColor HD7870 GHz 2GB GDDR5, Win7 SP1 64bit on SSD, Skyrim on SSD, Catalyst 14.4
