It's a mod. (Clockwork) I chose this to show because of the good overview of the interior water.
But this is not a mod specific problem as anyone can see from my other screenshots. The water is the same everywhere.
I would give my ini files for checking, but it's not that simple - I use weather system and therefore multiple ini files have to be working together.
(But this bright water problem was driving me nuts long before I started to use the weather system)

Maybe try other Enb preset and see if it makes a difference. If not, maybe it's a problem with game ini files, or some mod.

Im confused why on your screenshot http://www.imagebam.com/image/f2bc781340350136 water fall is brighter too. Usually waterfalls are just animated uv with some particles above, but yours looks kinda motion blur applied. Do you use reshade? Is txaa active?

Re: TES Skyrim SE 0.415
Guzio - The problem is that water brightness is not separate from other settings.
I have tried with other presets in the past - the ones that had darker water brightness in interiors - they were too damn dark otherwise and if I try to modify this, I get too bright water.
I will try with the Skyrim SSE Water for ENB, just to be sure. It's been updated since I last used it.

Forgot to say, turn off multiple weathers and then reset enbseries.ini to my official, see what changes. I can't think any ideas if you have this but no parameters are raised.

As I stated before, waterfalls have the same problem as water - they are even brighter.
I do not use any reshade
I have no txaa in the settings anywhere, but if it's the same as taa, then it's enabled in SkyrimPrefs.ini (bUseTAA=1)

Re: TES Skyrim SE 0.415
Checked myself, taa (yes, its same as txaa) give no problem like that. Is this happen with my vanilla files only? With your preset but disabled multiple weathers, is it happen? If yes, give me enbseries.ini.

Re: TES Skyrim SE 0.415
Looks about the same after quick tweaks to contrast and brightness to bring them on the same level:

Re: TES Skyrim SE 0.415
Haha. You have huge bloom amount. If it's disabled and color multiplier set to 1, water looks correct. There is no problem.
