Do you know if people facing this issue have Immersive HUD in there mods ? I have exactly similar issue if i activate this mod with ENB 0.250 + Natural Lighting and Atmospherics for ENB + Skyrim ENBHelper

I did already that new loading screen detection method and it works perfectly now, the only downside left is that it delayed by one frame, so flickering may occur when mod toggling on/off.
So, what should i install to have mist bug, but without skse plugins whih unable to install by security reasons (and if they are reason for issue, i don't think it's fixable from my side). Of course IgnoreLoadingScreen=false must be set.

Well, like I said, I've done almost everything I can think of for testing. And found out that regardless of what mod I install, including common mods like armor replacer, weather/lighting mods, standalone companions, or not so common mods like SKSE, some of its plugins, ENBHelper. The bug is not affected and just persisted...
And a completely vanilla Skyrim also have this bug, by saying completely I mean uninstall everything, clean skyrim related things out of my Registry, reinstall Skyrim and regenerate inis.
BTW, obviously I have IgnoreLoadingScreen=false and EnableMist=true being set when I first found this bug and during my test. Turning the first to true or the secend to false stop the bug instantly like expected.
So, my guess is maybe you just couldn't reproduce this bug at all, no matter what you install or not. This isn't ENB's fault, and bug only happen on certain drivers or graphic cards.
But that's just my guess based on what my long and boring test have showed me.
That's really good news to hear. For this mist issue... is this also present for people with the mod that removes fog from loading screens entirely ?

On my side it actually behaved just like the mist bug we are trying to fix. What driver were you using when this lines appeared?

have same artifacts since pre 250 but they apear here when loading is nearly done.
it seems to be the surface (rocks etc) which shines throuth (imho)
change in enbseries.ini
[Fix]
IgnoreLoadingScreen=True
should disable enb during loading screens and it should fix it, if it really bothers you.

Artifacts at loading screen happen because i don't want to waste performance to clear render targets, while loading screen do not draw scene entirely like game normally do, so data like depth is not updated. I repeat again, IgnoreLoadingScreens must be set to "true", if it's not, then don't blame me.

I have a problem with the ENB 0.250... My games skyrim crashs. The game crashs because i downoald to much mods i think... So to repair it, i downoald ENB 0.250 to have a bigger memory ! But Skyrim continued to crash ! I don't know what to do... I want to keep my mods :') It crash at the beginning i can't enter in the game.
Sorry for my english...

Install Stable uGridsToLoad
If those three cant help you, your problem is not related to running out of memory.
BTW, are you running an 64bit OS? System specs please.
