There is no "almost", they all have the same effect amount. In old skyrim there is a reflection amount mask, but se do not have it and if you don't see something it means picture do not have enough contrast.Almost every exterior object is not wet, when it is raining
Glosiness is specular and i do not touch it with wetsurfaces effect. The setting you quoted in early messages works correctly. I can accept bug reports when effect entirely not working, but not when it work for some objects and not for others, because it is applied to whole screen and do not decide by any hidden logic what must be wet and what not.
