The ENB i use is Unbleak, but i adapted the enbseries.ini for use with 0.145. I did download the default Unbleak which uses 0.119 and the issue didn't occur.

Also during day/night transition some values seem to be added. For example:
PointLightingIntensityDay =1.215
PointLightingIntensityNight =1.15
What happens is "1.215+1.15 = 2,365" where it should be "(1.215+1.15)*0.5 = 1.1825
At least it feels that way because during day/night transitions PointLighting gets way too bright.

Just saw the video. I had this problem with too many light mods (even if they say they are compatible). Try disabling one of them and see if it goes away.
What adaptation are you using? I had some weird things going on with the new adaptation Boris made, but I think most of it was due to CoT. I am using the default adaptation with 145 and have not seen any odd lighting.
