Yes, you're not the only one experiencing this bug. Boris is aware of the issue, but it's not so simple to fix.

Re: TES Skyrim 0.152

Guys, i don't think that rain drops are much important, they are now without motion blur, so looks not real. But motion blur isn't fast, because for these refracted drops i do software antialiasing (without it ugly). On my videocard at 720p it's 0.8 ms without motion blur and about 3 ms with it. I'll continue searching for solution, but it could be simpler if you would say opinion.
Here is the screenshot of each rain drop divided in two drops, hard to notice in game or on screen that they are after each other. Vanilla drops are very long, too much i guess, but i can add even more.

Re: TES Skyrim 0.152

Have to do a beta testing for that rain effect. Because no idea how it will look with modded weather and also different rain effect textures. But your vanilla screenshot looks good. With that i can drop the rain mods.

Looks promising, the rain in the game looks pretty bad and there's only so much you can do by editing the textures. I guess some improvement could be had by editing the particle effect itself should someone be willing to pick up the gauntlet.

I think the rain effect could look great! Is there any chance of you posting a video so we could see it in motion?

Looks good, Boris! Is there any way to implement wet surfaces during rain? Btw, Skyrim is the best game ever! Just look closer at background where the dog is hanging out on the ropes.

Re: TES Skyrim 0.152

I think a video would be better to tell if it's looking good or bad.

IMO, playing with the rain is a waste of time considering the limitations of this game engine.
