Try to toggle effects to find out which is doing that. If detailed shadow or normal mapping shadow, then very low chance it's fixable.

Yup - it's DetailedShadow
The banner on the picture is viewed from behind, it's in Dragonsreach (coc whiterundragonsreach)
It seems the shadow is not quite lined up with the objects in front of it.

Then it's hardly fixable. That offset is made to avoid bugs of false shadows caused by depth precision error. I could try to adjust it have at near distance more detailed, but for sure bugs gonna appear somewhere else, like on the skin. Also as i understand from screenshot, that's bit different problem. Object is using backlighting (or how it's called), so detailed shadows applied to it wrongly, but can't do much about this without performance penalty to separate such objects from regular ones. But i'll check anyway.

Yeah, that's a mesh similar to grass and leaves which have own kinda sss. Bug can't be fixed without making two shadow maps to separate detailed shadow from usual, which i don't want to do any soon.

Ok, until a solution, so this can be theoretically fixed by changing the mesh ? What needs to be changed in the mesh to make it work correctly with detailed shadow ?

Issue visible because of lighting from back side. I dont know which flags such objects uses, maybe soft lighting?
