Tried with these parameters, still no wetness other than something on the wooden surfaces (and road gets covered with another texture, making road stones less visible. )
If you look at the stones and ropes, there is literally no change:
I raised SpecularAmountMultiplier under [ENVIRONMENT] to achieve what it should look like in this kind of rain:

Tested with above parameters, still not working.
The only parameter that has an effect for me is ColorPowMultiplier, which just adjusts screen darkness.

Make screenshot with part screen have sky visible and increase brightness of clouds 10 times. Of course with that wetness enabled.

Right, found the solution, maybe I'm silly to miss this, but in case anyone has struggled:
You might need to manually update the enbseries ini of whatever older ENB you're trying to get to use the effect. Downloading Boris' updated binaries won't be enough.
- Go into Boris' latest enbseries ini
- copy the entirety of [RAINWETSURFACES] and [WETSURFACES]
- Go into the enbseries ini of whatever older ENB you're trying to get to use the feature.
- paste said effect parameters into the same place as they were in Boris'
- Scroll to the top, add the following to the bottom of the EFFECT list:
EnableWetSurfaces=true
EnableRainWetSurfaces=true
- If these are set to false, then even if you turn them on in game, they will have no effect, even with Boris' updated binaries.
- Save, done.

My OrganicENB SE was configured to show the ENB rain effect mildly, but the effect is definitly adds more realism. I usually use a light like window light or the candlelight magic to see the effect to noticeable level.
I notice the reflection appears to be more accurate with the rain effect. This gif showed the reflection on the ground and the Stalhrim sword reflecting light more accurate with the rain effect turned on. Almost like the ray traced.

Thanks Boris for making the almost 10 year old Skyrim look better and modern.
