I´ve tested the animated stars effect in both versions (1.5.73.0.8 and 1.5.80.0.8) and i have no issue with that, everything is fine, at least because i downloaded the shader bundle from here: https://www.nexusmods.com/skyrimspecial ... ?tab=files
Which fixes the latest bethesda update that ruinned everything related to skin effects or something else that could be broken by that update.
Im using the latest binaries (those that where updated on: 9 jun 2019 at 10:59) and which bring this fix:
[Added unhandled underwater shader. Increased visual volume of waves similar to old Skyrim mod.]
Or maybe you´re having trouble with the latest binaries if Boris did a hidden micro update and you downloaded it.
Chacked here, actually star animation can be noticed only if I increase density to above 1.50 and intensity above 5.00. But at this point the stars seems unrealistically big........ As far as I can remember I could set subtle effect before, with density in 0.80 and intensity in 4.00 , but with this values the animation cant be noticed anymore, at least here.....

Guys, reporting problems while you're still on 1.5.73 or 1.5.80+shader bundle by aers is kinda misleading. In my opinion, fixes should be done for latest version without third-party fixes like the shader bundle. Just my opinion, we shouldn't need the shader bundle mod.

Is it possible to create a wet shader for rainy weathers that works "kinda indirect to skylighting"?
Skylighting creates a darker image for everything underneath something.
The rain effect would create a wet look for everything above, like roofs and so on.
Similar to specular, but obviously not for the whole image, but everything without having an object blocking its path to the sky.

But without the shader bundle i'll be forced to play without the SSS effect and that "mod" makes everything to be exactly the same as before the forced update by Bethesda because that update broke all things relates to "skin" D:, for now it is necesary to have it till Boris find a way to fix the SSS effect without having to need that mod x(
