If you're using ENBoost (preferably with the SKSE memory fix) then the 3.1GB Skyrim memory limitation is no longer an issue. Without going too in-depth, the limit is for system RAM, not VRAM on your video card. The more VRAM available to use, the better. Set EnableCompression=false will give better gameplay so use that.

Because os and other software use some amount of memory and memory fragmentation.

When running the test, I get the 4064mb limit. (like written earlier).

I just run skyrim, and put vram limit manually to 4000 (+-64 of free space for os etc) and played it 1h with performance monitoring.

the funny thing now is: the "total vram value" is like in this vramsizetest tool at: 4064mb.

BUT: My vram usage exceeds it regularly, around 4.5gb video memory. over 600 (performance monitor) samples in a row its was over 4.4gb vram. and the game run super smooth at 40-60 fps.

I stumbled about this dx9 stuff earlier and it is intersting.
If I remember right I got something like ~10k on Win7x64

Win 10 Pro 64bit, 780ti, 16GB RAM:
DX9: 4064
DX11: ~54300

Seems like it pushes the committed RAM from 32GB to 64GB for a moment. Was certainly surprising to get such a huge number.
Doing the math it seems like it didn't include my VRAM at all (I had ~53.3GB free in committed when total was 64).
Small bump in normal RAM.

It's because you have swap disk size big like that or the size of it defined by free space of the disk where it located. I don't see any other reason (except driver bug).
