Did you tried this ?

[MEMORY]
ExpandSystemMemoryX64=true
ReduceSystemMemoryUsage=false
DisableDriverMemoryManager=true

It's recommended performance settings for AMD users.

Just tried that and added the results to my last post.

Better but still some stuttering.

Ok these results seems normal. EnbLocal is a user's file. So It will differ for every user.
Those who have no CTD :

[MEMORY]
ExpandSystemMemoryX64=false
ReduceSystemMemoryUsage=false
DisableDriverMemoryManager=false

Perfs are normal

Those who had CTD and have a 64 bits OS :

[MEMORY]
ExpandSystemMemoryX64=true
ReduceSystemMemoryUsage=false
DisableDriverMemoryManager=true

Those who had CTD with a 32 bits OS :

[MEMORY]
ExpandSystemMemoryX64=false
ReduceSystemMemoryUsage=true
DisableDriverMemoryManager=true

Those who already have CTDs with a 64 bits OS not solved by the previous tweaks :

[MEMORY]
ExpandSystemMemoryX64=true
ReduceSystemMemoryUsage=true
DisableDriverMemoryManager=true

It's just for AMD ^^'. EnbLocal doesn't have to be setted by modder but by the user. To remain as safe as in 13.7.13, just leave everything to false.
Recommended settings for differents GPU are in ENBBoost uploaded by Boris on Nexus ;)

ExpandSystemMemoryX64 is made to make use of all our RAM if we have more than 3gb and have a 64 bits OS (so to pass the critical point of 3.1gb)

ReduceSystemMemoryUsage is made to use VRAM instead on RAM. No wonder there is a lot of stutter if you go beyond your VRAM value. But with a certain amount of RAM (2.5 or 3.1 depending the rigs), skyrim CTD.
This version stop crashs resulting from Bethesda bugs, but not prevent users to stay responsible ^^

DisableDriverMemoryManager replace management of drivers by ENB's. May help for stability, especially in Skyrim. If you used a memory tweak by Boris, it's absolutely needed for AMD config using his memory tweaks as he develops with NVidia GPU. So he made this hack to improve compatibility.

He should probably disable Borderless Fullscreen for AMD then due to it causing aliasing.

Thanks for the additional info.

Good thing to know. There isn't a lot of AMD testers here ^^

EDIT : In fact, I think he knows already and is working on it. Borderless Fullscreen is only for upscaling/downscaling so to disable for most users.

Since most of the detail is stemming from bump maps already, wouldn't it be sufficient to subdivide the base mesh a few times and create a highly enough detailed displacement map?

You don't know issues of displacement with meshes which initially not modelled for this.

Unreal Warfare
AMD unsupported yet, don't waste your time.

Ok. Any estimated time frame on AMD support? Or just when it's ready? :)

Ha yes I saw this on Nexus (EnBoost thread). The 3.1 gb of RAM is not reached with AMD. To stay as safe as older versions, just let these settings to false. At least Nvidia user can profit and for AMD it'll remain the same as before until AMD support ^^.
Boris said page 38 he is working on it. But I think there is a need for more AMD testers. Beside Unreal Warfare, I saw only one person with AMD GPU here, who is away ATM.

On Nvidia side, will that tweak anyhow improve perfomance/stability?
That "May help for stability" is referred to AMD only?

It may if we consider Bethesda's programming as crappy. Just try and report. I saw It can reduce stuttering when using reducememory. But I see this setting disabled with Boris ENBoost.

Finding a pretty high increase in VRAM temperatures with 0.193 enabled. What's everyone elses max Core & VRAM temps along with Fan Speeds via GPU-Z monitoring?
