Another one memory manager, did more radical changes now as all previous worked not for all users.

Tested. Sad result.
No CTD or other bugs.
But after 3 minute in the game there are stutter everytime i do a 180 degree camera spin.
After doing this many time the game becomes super slow down to 3-8 fps. Not just stutter anymore, permanent lag.
Only solution was to look straight up in the sky which temporarily reduced lag, then hit purge VRAM button.
But again after just 1 minute same thing happen when rotating camera, down to super lag when looking around. While this is happening looking at ground or sky temporarily reduce lag.
All this happen while standing in one spot only. No movement, so extra cell loading/unloading should not happen.
My testing environment is same as always. Testing locations are Riverwood, Whiterun Exterior, Riften Exterior.
Default ugrids and other skyrim ini stuff. Very carefully selected mods. ENB effects maxed.

Been a while since I was playing around in Skyrim, so I tried it and I get lag here as well. (No comparison to .202 / .203 / .204)
It goes away when ReduceSystemMemoryUsage is false (regardless of other settings), but that feature is the one you're trying to fix, with everyone's lag, isn't it?

Tested this tonight with mixed results. Really bad stuttering on menu screens only. Otherwise ran great in-game. However, had several CTD's in-game. Will try to edit some settings to try and get it more stable. Not sure why the menus are the only spot where it stutters. Doesn't stutter bad when using inventory screens, only load file screens.

I tend to have the same issue with FPS loss. I ran SPM while running around through thick grass.
Image has my specs. My VRAM seems fine so no idea why I keep getting these huge FPS spikes down to 2-4 fps. I also know the temp on the SPM is incorrect as my system temp gauge has much lower temps.

Anyhow wish I could be of more help. Nvidia driver is 326.41. I have a lot of HR textures, tons of grass mods, and HG ENB settings. My ini settings are pretty vanilla though - just the ones you need for ENBs.
EDIT: In case it is of any interest I did the exact same save and run I did before - didn't change anything except use the 201 dll and 201 enbhost file.

I tried a few other versions to see if the stuttering on load menus persists, and it does with versions 0.202 and 0.201. The settings I had been originally using were made for 0.157, so that may be the issue. The load screens after a save file is selected are smooth and the game runs about 10 FPS faster for me, so, I'm happy with the in-game, just not the in between. It also takes a very long time for the game to close when exiting to the desktop.
Running:
GTX660 with 320.49 driver
Intel Quad CPU Q8300 @ 2.50 GHz
8.00GB RAM
Windows 7 OS
Using default settings on enblocal.ini

are the settings I used for testing.
Also tested with uGrids=5 and uGrids=7.
Same results in any case :
Compared to latest 0.204, lot less stuttering, but very long freezings when fast travel from a cell to another. Drops to 0.4 - 1 FPS for several seconds.
Had to Ctrl+Alt+Del on each loading screen for FPS to come back to normal rate after a few seconds. If not, the cell wouldn't load.
Once done, no stuttering when rotating the cam or running (0.204 latest gave me stuttering while running straight.).
Back to latest 0.204 (site version) for now.
