If vsync disabled in the enblocal.ini, then only in driver it can be enabled. If vsync enabled in the enblocal.ini, then it enabled only if enabled in skyrimprefs.ini.

It is enabled in enblocal.ini as well as in skyrimprefs.ini. I've tried with it enabled everywhere, only enabled in the driver, and only in enb/skyrim .ini files. Doesn't seem to matter...I get screen tearing regardless. I did recently update to the newest nVidia WHQL driver that was released a week ago or so.

I have got the new Nvidia Drivers installed (331.65) but vsync disabled (In Nvidia Settings, in skyrimprefs.ini, in enblocal.ini)
I use Temporal AA that causes some tearing (is this the right term in this case?) but I doesnt notice it often. Without Temporal AA there is absolutly no tearing at all ...
I dont know how it looks like when enabling vsync, I can check it out after work this evening ...

ENB Vsync wasn't working for me either until I added iPresentInterval=1 to [Display] in Skyrim.ini, for whatever reason.

I think what you're referring to is called ghosting.

I always use Nvidia's Vsync forced by the NCP and leave it disabled in the enblocal.ini and in the SkyrimPrefs.ini and it works pretty well. I see no tearing and mouse lag isn't really noticable.

I never used ENB's own fps limiter and have no experience which one is better performance wise.

Hello, long time lurker here.

I don't know how far the "I don't support AMD anymore" goes so I'll post my experience.
Not sure if this information is useful, but .231 wrapper has actually decreased my performance from previous versions, a couple less fps and bit more stuttering.

Injector works just as good as previous versions up to .221, no performance difference at all. I also tested .221 wrapper/injector and it seems I get a couple more FPS in general on Injector (used to be the contrary in the old old versions, I havent used injector in a while).

My rig:
Core i7-2700
8GB
HD 7850 (latest 13.11 beta drivers)
win7-64

I got 10% fps boost from 0.229 to 0.231 with my 7850 and 13.11b7 which released yesterday.
AMD added "Skyrim® - improves performance up to 9%" with 13.11b1, and it made Skyrim a little unstable. Skyrim sometimes CTD after loading a save game, and I didn't have this when I used 13.10.
If you recently upgraded to w8.1, make sure you re-install the driver. I got lower fps soon after w8.1 even when I had 13.11 drive before the upgrade. Re-installing the same driver restored the fps performance.

I hate tearing and I notice it right away if it's present. In my SkyrimPrefs.ini I have iPresentInterval=0 and nothing relevant in my Skyrim.ini. In my Nvidia control panel (314.22 drivers) I have Vsync set to "application controlled." In the enblocal.ini, I have the frame limiter disabled and Vsync enabled. These settings have been consistent for months and I'm not seeing the sudden appearance of tearing with 0.231 or any recent ENB binaries. I would suggest looking at your drivers.

You are correct, it was a driver problem.
I was using the beta 1 driver, the beta 7 improved performance and wrapper is fine again.

Followed all the directions given in the thread and still no vsync working correctly. I haven't noticed any tearing like others have reported, I just notice my FPS explodes when I go into the menu or loading screen.
