What do you mean by weather effects? Rain and snow particles? They are both fixed with alpha depth of 0.264.
With high mist density values (such as 3.0) the effects still get blended out more than worldspace objects. Some images to help explain:
Rain, mist density 1.4 looks pretty good - the white streaks are visible all over the image.
Dark rain, mist density 3 shows what I mean - the streaks are nearly gone against the sky and distant mountain.
Black mist, mist density 3 shows using the color filter to make the mist black to show it even more.
Snow, mist density 1.4 looks pretty good as far as particles go.
Snow, black mist also shows the blending out of the weather particles.
Note that this is a version before all of the AMD experimenting but after the alpha fix, the file is dated Sept. 9, 2014 at 6:46PM.
