Awesome! Just a couple observations. The values seem reversed to me. A very strong effect happens at 0.1, and to make it very light you have to set it close to 1.0. Is this intentional?
Also, values seem to have no effect for interiors. Thought it could be that the interior I was in (Riverwood Sleeping Giant) doesn't have necessary sky data?
Also, the version still says 0.347 when loading the game.
As for the effect itself, it can be made to be very subtle and I feel it really enhances shadows/SSAO outdoors. Performance hit at Medium is pretty massive (6 fps on a gtx 1080) but it was only about 3 fps at low and I can't really tell the difference visually in back and forth screenshots at 2k.

Loading a saved game in an interior with the effect disabled causes the following glitch:
Effect is applied at maximum (even though still showing toggled off) and sliders have no impact. Toggling effect on and off and save/applying do not fix the issue. Traveling through a load door to an exterior and back inside appears to resolve the issue.

I saw that too. I was going interiors then I tabbed out. After I tabbed in there was skylighting in interior all over and no change of numbers changed the skylight nor could I deactivate it. Only leaving the cell reset the effect.
