When i did testing, forced that alpha channel to be white and it worked properly.

Tested again by using hotkey to force alpha channel, it definetly works properly as trigger to turn off enb processing. https://imgur.com/a/OjLL3yo

Yeah, I also got it working, but partially. - it seems that there are at least two different shimmering effects there. The big ones I got working, but the ones that are visible when looking into dwemer metal grille floors, are not working for me.
But I didn't do anything globally, just tweaked the big shimmer effect. The other similar effect needs tweak too I guess.

Only one shader was modified, so any other effect is something else wrong or it uses different texture.

Got it working and released a fix on Nexusmods.

Hmm, it seems that the fix makes few other things look a bit faulty. (Some edges on the skills tree backgound are slightly visible, not blending as good as before). The skills tree uses the same texture apparently and it doesn't want 100% white alpha (which equals to no alpha at all).

Any suggestions ?

EDIT: never mind - found another solution. Uploaded an update.

It's okay to post links. And if edge works wrong, then change sides of distortion map to make there zero distortion.
