I know these issues are probably not strictly related to ENB but as I've tried to fix my stuttering issues I've actually made things worse. Here was a recent performance test under ENB (latest binary + Grim and Somber Hircine):

The strange thing is that I did a Skyrim reinstall last month but before that I was running ENB presets with 60 fps and no lag. The only changes I've made since then were adding more 2K textures but I reduced them all to 1K recently when I started stuttering.
I tried tweaking things and running in fake fullscreen but that just made things worse. Now I can be running 45-60 fps but the GPU is spinning hard and everybody is moving in slow-motion (like they're running in water).
Here are my ENB specs:

I have an AMD A10-6700 with 12GB DD3 RAM and an AMD Radeon R9 270x 2GB video card.
Do you have any suggestions I could try to fix this horrible lag?

Do you know that not all software properly convert dxt images? I did bugfix for such and when invalid texture detected it convertion takes much more time. But slow motion is something different not related to the mod, because game do not have any timer issues like that and of course mod can't cause this. Only drivers or crapware which modify game process able to do that. I don't know how to help, it's not mod related. The best you can do is to set EnableCompression=false and AutodetectVideoMemorySize=true with the mod, but nothing will change actually, just optimal setting.reduced them all to 1K

Thanks for the reply, I am going to reinstall my textures and see if that makes a difference.

Probably a bit late, but hey.
Regarding the slow motion, do you have the "iFPSClamp" setting added to Skyrim.ini and/or SkyrimPrefs.ini?
If it has been added, and your fps is lower than the value for the setting, the game will run in slow motion. Conversely, if your fps goes over the value, the game will run faster.
